The actor Heath Ledger was found dead this afternoon in an apartment building at 421 Broome Street in SoHo, according to the New York City police. Mr. Ledger was 28. U.S. Capitol Police have arrested a man walking a few blocks from the Capitol.

He was wearing a tactical vest and had a a loaded shotgun, a tactical bow and arrow and a samurai sword in a hidden case behind his back.
